It happens every year, and every time we forget and are surprised when it starts getting dark earlier from Daylight Saving ending.

How does this happen every year??
It's because of how we interpret our experiences. The way we interpret our current experiences is all based on expectations. We have a framework about how things will work out-- one that we got used to over the course of Daylight Saving. When we turn the clocks back we still expect to be doing certain activities when the sun is out.
It's not that you forget every year, it's just that your expectation changed and adjusted so when it's not met it's surprising.
