This year was my first year with pets during the Fourth of July, and I can definitely understand the need for "quiet fireworks". A town in Italy, Collecchio, actually passed a law in 2015 to make this the norm. These fireworks are designed to provide relief for children and animals, while still providing entertainment to those witnessing the show.
They aren't so uncommon, either. These fireworks displays use music with well-timed fireworks rather than big explosions to entertain crowds.
